Moreno-Ocampo said Libyan leader Moamer Kadhafi’s forces are murdering civilians and committing other atrocities.

He did not name the targets of his three warrants.

Moreno-Ocampo also said he was investigating the deaths of dozens of sub-Saharan Africans in the rebel stronghold of Benghazi. It is believed they were killed by an “angry mob” loyal to Kadhafi.

French Foreign Minister Alain Juppé on Wednesday said the international campaign against Kadhafi was not aiming to kill him.

“Our aim is not to kill Kadhafi,” Juppé told RFI’s sister channel France 24 TV.

“We are targeting military sites in Tripoli,” he said, adding that the death of one Kadhafi’s sons in a Nato air strike on Sunday was “collateral damage”.

Libyan Deputy Foreign Minister Khaled Kaim claimed that 400 rebels had accepted an amnesty offered by Kadhafi’s government.

“I hope that the minister of justice will listen to our call to extend it at least for another day or two, because there are good signs among people there in Misrata,” Kaim said.

However rebels continue to fight Kadhafi’s forces in the rebel-held city in western Libya.

At least five people were killed today as shells fell on the city.
