Will elections take place in DRC on time?

The Independent Electoral Commission in the Democratic Republic of Congo says it's 99.9 per cent sure this month's elections will go ahead as planned. Daniel Ngoy Mulunda - the head of the Commission - dismissed concerns that the 28 November poll may be postponed. He says everything is being done to set-up voting materials on time.
