African Union deals with instability in Great Lakes Region

The International Conference on the Great Lakes Region signed a plan of action at the African Union Summit held in Addis Ababa to deal with instability in the region. This happened while rebels in the eastern Democratic Republic of Congo have been taking towns by force and pushing thousands of civilians to flee to neighboring Uganda. RFI spoke to Rwandan Foreign Minister, Louise Mushikwabo, who was among the signatories of the deal.
