China lends Africa 16 billion euros

China's President Hu Jintao has announced a 16-billion-euro loan package for African countries to be paid over the next three years. The loans are double the amount pledged by Beijing three years ago. Professor Léonce Ndikumana, a macroeconomic expert, discusses China-Africa relations.
