The presidents of Rwanda and the Democratic Republic of Congo have began high-level talks with regional leaders in Uganda's capital Kampala to try to tackle the rebel groups in eastern DRC. Congolese analyst Georges Nzongola-Ntalaja questions how effective the talks will be.
