M23 rebels in Democratic Republic of Congo are to hold peace talks in Kampala with the Congolese government. M23 demands, including political reform in the eastern DRC, will be addressed at the talks. The meeting comes only days after UN experts released a report with new evidence suggesting that Rwanda and Uganda backed the M23, although both countries reject these allegations.
