European Union to send troops to Central African Republic

European Union foreign ministers meet in Brussels to discuss how best stabilize Central African Republic. This, as the country is expected to vote for a new president this Monday,  with the hopes that a new government will be able to find a solution to the ongoing conflit. Roland Marchal,  a senior research fellow at the National Center for Scientific Research (CNRS), comments about the implications of today's meeting.
