Local officials say the Air Bagan flight, carrying 63 passengers, was attempting an emergency landing during heavy fog on Tuesday morning when it crashed into a field and burst into flames near Heho airport.
The airport is a gateway to the popular tourist destination of Inle Lake.
The airline says a Burmese tour guide on board the plane was killed, but did not verify earlier reports that an 11-year old boy was killed.
A motorcyclist on the ground also died.
Two Americans, two Britons, a Korean man and the plane’s two pilots were also among the injured, and are being treated in hospital.
A French embassy official in Rangoon confirmed two out of the “five to six” French nationals on board were injured.
The plane, an aging Fokker-100, was flying from Rangoon to Heho via Mandelay.
