French Housing Minister Cecile Duflot has ordered cities to look for empty buildings that the government could requisition and turn into public housing. However, housing advocates say the move will not provide enough shelter for the thousands of homeless people in the country desperate for a place to live. Last week two housing groups announced they had taken over an empty building in northern Paris and moved in 14 families.
