The 19th United Nations Climate Conference has begun in Warsaw. The two-week meeting is a staging post on the way to an international deal to be signed in Paris in 2015. Hopes for progress are being dampened by the economic climate, and the controversial choice of venue: Poland generates 95 per cent of its electricity from coal and regularly vetoes European pans for stricter emissions targets.
