Compensation may cover costs of funerals or hospitalisation, as well as other economic losses, including losses suffered due to psychological trauma.

The Guarantee Fund for Victims of Terrorism has received 4,000 applications since the attacks in Paris on 13 November, a number roughly equal to the total number it has received since being established in 1986.

According to Stéphane Gicquel, the general secretary of the National Federation of Attack and Accident Victims, which helps victims and their families access the funds, the vast majority of applications are from witnesses who struggle to have their claims recognised.

"It's going to be difficult to determine who qualifies as a victim of these attacks," he told RFI. "Many people have been emotionally and psychologically traumitised. Their wounds are invisible and have to be detected by the expertise of psychologists, which is always difficult for survivors. The fund will have to avoid an administrative logic and be humane towards all the people suffering the traumatic psychological impact of the attacks."

The attacks left 130 people dead and injured hundreds of others, many of whom are still in hospital.
