How effective is Oman's Majlis Al-Shura?

The Sultan of Oman has granted the country's advisory body, the Majlis Al-Shura, some legislative powers. This in response to unprecedented social unrest earlier this year. The 84-member consultative council, which was elected last week, will now be able to choose its speaker.
