The German ambassador to the United Nations says Germany and other European countries are to ask the UN Security Council to endorse a new Arab League plan aimed at stopping the violence in Syria. Damascus has already rejected the plan, which calls for President Bashar al-Assad to step aside and for a government of national unity to be set up. RFI spoke to a Syria analyst in Qatar, about the motives behind the Arab League move.
