The UN-Arab League envoy to Syria, Kofi Annan, says Syria has agreed to "immediately" start pulling troops out of protest cities by 10 April. But Western countries were quick to express doubts over the proposed move. At Sunday's 'Friends of Syria' conference in Istanbul, the issue of arming the opposition on the ground was not fully addressed.
