The US southern state of Louisiana has declared a state of emergency after Tropical Storm Lee hit early Sunday bringing torrential rains and threatening floods in parts of the country.
US authorities have plans to open up a major floodgate in a move to ease pressure from the swollen Mississippi River which is threatening to flood major cities.
